Community Assistance Arizona Long Term Care System (ALTCS) The Arizona Long Term Care System (ALTCS) is a federally-funded Medicaid research and demonstration program. Individuals with developmental disabilities and/or mental illness, who are eligible for services through the State of Arizona may also be eligible for services through ALTCS. If your case manager believes that you may be eligible for ALTCS, you will be referred to the Arizona Health Care Cost Containment System (AHCCCS) for ALTCS eligibility determination. If you are referred for ALTCS eligibility determination, you must cooperate in this determination or, according to Arizona State law, you will not be eligible to receive services from DES/DDD or local mental health entity. However, persons who are eligible for services through the Division are not automatically eligible for ALTCS services.
ALTCS-eligible members are eligible for both acute medical services and home and community-based services. Persons who are ALTCS members will receive an Arizona Long Term Care System Handbook (PAD-465) explaining the program.
